    Free Thai tea and great food! One of the best Vietnamese restaurants in Portland. Definitely recommend.

    Came here on it's grand opening day at the beginning of August, on a very hot day and the the restaurant had absolutely no AC and/or Fans. On top of that, the restaurant smelled like mold, in which our family had to endure the smell the entire 1 hours & 45 minutes that we were there. The floor was dirty.

    Only one person who was in charge of taking order/cashier/etc...

    Waited almost 40 minutes for our food, we ordered 3 bowl of Bun Bo Hue and 2 orders of Banh Cong, in which only two bowl came out first and the veggie came out 5 minutes after. When asked where our third bowl was, the cashier looked confused and asked if we did order the third bowl. The two orders of Banh Cong were brought out at different time, which was so oily and dry. We thought the Banh Cong would be fried there on-site, but looked like the pre-made frozen ones that you can get at any Oriental Market.  On top of that, the plates of the Banh Cong was so greasy top to bottom upon touch, it was gross. For a restaurant that was grand opening, looked like all these plates and bowls were really old, the bowl sizes and color were not matching.

    Bun Bo Hue tasted okay, just like a typical home-cook. Banh Cong was a big disappointment.

    From the time she took our orders and the food was served, there was no other customer services involved, she did not ask if the food was okay or if we needed WATER, (not to mention again the restaurant had no AC.) They offered free Thai Iced Tea on their grand opening day, which was served in a disposable plastic cups and filled with all ice, with one complete sip, all the iced tea was gone.  Only ONE piece of napkin was given to each person.

    I would never come back here for the food and the service, this is just bad!

    My mother found an ad in the local Vietnamese newspaper for this restaurant. We wanted to try it after reading that they serve Mi Quang and give free Che after your meal. Che must have replaced the Thai Tea.

    We drove into a completely empty parking lot and became unsure. By trusting other yelper's comments (4-5 stars...??), we decide to walk in. After seeing how it was like inside, we immediately wanted to run back out the door. A nice lady greeted us with such great enthusiasm, that it was hard to say no and we did not want to offend her.

    The place was extremely dark and grungy. In the back, there seemed to be a bar with a huge lit sign that read "Vietnamese Restaurant". The bar was not stocked with alcohol, just wine glasses. The place claimed to be a karaoke bar/restaurant, but the only alcohol on the menu was cheap bottled beer. The tables, silverware, and chili oil placed on the tables did NOT look clean. We cleaned our silverware with the hot tea they provided (legit motherland style).

    Both of us ordered the Mi Quang for only $6.50 each (lunch special). The Mi Quang was actually not bad. There was a good amount of meat and veggies. The portions ended up to be perfect and the Che was pretty good.

    I am giving Quan Ngon 3 Mien 2 stars and it goes to the Mi Quang. It was not the best I've had, but it was not bad. But due to poor cleanliness and atmosphere, I can not give anymore stars.

    I had high hopes for this restaurant from previous yelp comments/ratings. Unfortunately, I won't be recommending this place to friends/family and shall not return unless there are changes.

    My first day of retirement wanted to try something new. empty parking lot. funky looking place (which could be a positive.) Ordered the bun bo hue. Only 3 kinds of meat in here and nothing other than pork products. The noodles were cut which makes it harder for an inexperience chop sticker. Broth pretty flavor ul. A little light in amount of meat and noodles. Too many better options in town.

    Came here on a whim because Jin Jin was closed, but I'm glad we did. We ordered Bun Bo Hue, Mi Quang, and Banh Mi Bo Kho. All three were delicious! And we even got yummy FREE Thai iced tea. If you're looking for a good Vietnamese spot, this is it. The prices are very reasonable and the service was great for an Asian restaurant. They were very attentive, answered our questions, and thanked us when we were done. Even the veggies were fresh and they gave us a ton. Will definitely be back for more good food!
